Ka Long border gate is back: Restoring cargo clearance after the pandemic

Recently, the Department of Trade and Border Gate Management of Dong Hung City (China) discussed with Mong Cai International Border Gate Management Board about the agreement from June 17, 2022 to restore cold chain cargo clearance through Bac Luan Bridge Border Gate II and Km3+4 Opening. Thus, at exactly 8 o'clock, on June 17, Ka Long border gate in Mong Cai City, Quang Ninh Province officially reopened customs clearance after more than 3 years of pause because of the pandemic. Up to now, import and export activities through border gates and openings in Mong Cai City (Quang Ninh Province) have returned to normal.

Previously, Mong Cai City had developed a pandemic strategy, ensuring a "Safe Green Zone" for cargo clearance through Ka Long Border Gate (Vietnam) - Dong Hung City Border Gate (Vietnam). China strictly implemented the epidemic prevention agreement between Quang Ninh Province (Vietnam) and the People's Government of Guangxi Zhuang Autonomous Region (China). However, the timely restoration of Ka Long border gate clearance serves as a premise to promote the process of complete and stable restoration at this clearance.

In the initial pilot phase, 40 boats are expected to participate each day and only tapioca products will be cleared.

Disease control, ensuring the "Safe Green Zone" is strictly controlled. All organizations and individuals must implement a plan to work and stay in the border area. All people entering the border gate area must have a negative test result for SARS-CoV-2 virus by the RT-PCR/RT-LAMP method, which is valid within 48 hours from the time the specimen is taken or performed. antigen rapid test (quick test) gave negative results for SARS-CoV-2 virus at the collection site of the interdisciplinary control team, having had a full dose of Covid-19 vaccine (minimum 2 doses or more). ) and fully comply with the “5K” regulation.

Moreover, boats transporting import and export goods must be registered, registered, affixed with the distinctive Mong Cai signboard, business registration, tax and fee payment with the budget, Covid-19 prevention equipment, fire prevention and control. fire fighting, no more than 2 people/boat when transporting goods. Boats must use the unified logo between Mong Cai City (Vietnam) and Dong Hung City (China), install positioning equipment, and monitor the operation process.

The city initially piloted a list of 50 boats eligible for operation as members of the loading and unloading cooperative for transporting import and export goods. Ensure security and order, inland waterway traffic safety, environmental protection and other related conditions. Service prices are publicly listed, collect public service charges, do not arbitrarily raise prices without consultation and approval from the city, and ensure the interests of participating boat owners. with the Cooperative in the process of transporting import and export goods.
